چکیده:
یکی از مهمترین موضوعات استراتژیک درعرصه روابط بینالمللی کشورها و حوزهی امنیت بینالملل، موضوع کنترل تسلیحات و خلع سلاح میباشد. نوشتار حاضر با هدف بررسی رویکرد آمریکا به خلع سلاح و کنترل تسلیحات با نگاهی به حوادث 11 سپتامبر 2001 ـ 2020 میباشد که به روش کتابخانهای به انجام رسید. در پاسخ به سوال اصلی پژوهش:« آمریکا نسبت به خلع سلاح و کنترل تسلیحات پس از 11 سپتامبر دارای چه رویکردی است؟» یافتههای پژوهش نشان میدهد: خلع سلاح و کنترل تسلیحات کشتارجمعی همواره یکی از مهمترین مسائل مطرح در سطح نظام بین الملل و به خصوص در روابط روسیه و آمریکا بوده است، پیشنه خلع سلاح و کنترل تسلیحات در دوران پس از جنگ سرد بسیار مغشوش و پیچیده است. در اوایل دهه 1990 تمایل زیادی به انعقاد موافقتنامههای کاهش تسلیحات وجود داشت. بعد از حادثه 11 سپتامبر همکاریهای بینالمللی صلحآمیز چندجانبهگرا پایان نیافتند. بلکه با توجه به حرکتهای دولت آمریکا، قواعد بازی اولا جنبهی نظامی بیشتری به خود گرفته و این باعث ایجاد تغییر در گفتمانهای بینالمللی شده است. ثانیا یکجانبهگرایی در مقابل چندجانبهگرایی مطرح گردید. این تحول همهی کشورها را متاثر ساخت.
One of the most important strategic subjects in the realm of international relations between countries and international security is arms control and disarmament. In this regard, the purpose of the present research is to review the US approach to disarmament and arms control considering September 11th events 2001-2020. The research method is descriptive-analytic and the results indicate that the subject of disarmament and mass destruction arms control is one of the most important issues in the international level, particularly in relationships between Russia and the United States. The context of disarmament and arms control after the cold war has immensely been intricate and complicated. After September 11th, peaceful and multilateral international cooperation between countries did not end; but rather with regard to the US movements, the rules of the play firstly undertook a military aspect which led to a change in international discourse. Secondly, unilateralism was raised against multilateralism which affected all the countries.
