Promoting rural settlements to cities, as one of the primary policies for enhancing the quality of life in rural areas, has led to the transformation of numerous villages into cities in recent decades. In this study, a multi-dimensional comparative evaluation of the components of the quality of life of local residents has been done with an emphasis on the policy of the upgrade to the city in the studied areas. According to the analysis settlement upgrades failed to satisfy the cities of Masiri and Sepidar. Whereas Boostan displayed relative satisfaction and Koopen was in the most favorable state among the four cities. Statistical tests revealed that of satisfaction with municipal performance, Koopen and Sepidar had the best and worst results, respectively. Moreover, the tests indicate that Masiri and Sepidar, before the upgrade, and Koopen and Sepidar, after the settlement upgrade, were in the best and worst conditions, according to residents. results show relative improvement in the quality of life in Boostan and a substantial improvement in the case of Koopen. Masiri and Sepidar, however, are in unsuitable conditions. The lack of performance of urban bodies in terms of enhancing access conditions, improper access to gas stations and the transportation system, and a lack of satisfactory changes in a variety of economic fields, such as employment and resident income, are a few factors contributing to the weakness of Masiri and Sepidar cities.
