چکیده:
شواهد تجربی و بررسیهای حسابداری نشان میدهند که پول در نظام بانکی، نه بر مبنای نظریه «ضریب فزاینده»، بلکه بر مبنای نظریه «خلق اعتبار در بانکداری» و بدون نیاز به پایه پولی خلق میشود. این نوع بانکداری اگر چه به باور حامیان آن، موجب رشد و توسعه اقتصادی است، اما به باور منتقدان در صورت آزادی عمل بیشتر بانکها، نوع محدودیتها و رفتار بانکها در آن امکان رشد نقدینگی نامولد را از مجاری گوناگون افزایش میدهد. در نظام بانکی ایران افزون بر وامدهی، انتقال مطالبات غیرجاری به سرفصل جاری با استمهال صوری آن و شناسایی سود موهوم برای بانکها، یکی از این مجاری بوده است. هدف این مقاله تحلیل تعادل عمومی پویای تصادفی این ترتیبات پولی میباشد که در الگوسازیها کمتر مورد توجه قرار گرفته است. نتایج نشان میدهد که یک تکانه بهرهوری کل منفی، منجر به کاهش بزرگتر و سریعتر در سرمایهگذاری، تولید، مصرف، درآمد نیروی کار و بهطور کلی رفاه در این الگو نسبت به الگوی ضریب فزاینده میشود. استمهال صوری مطالبات غیرجاری نیز موجب افزایش بدهی بنگاه، نکول بدهی، ریسک اعتباری، تنگنای اعتباری بنگاه، کندی در محو نقدینگی و خلق نقدینگی انباشت شونده در سپردههای مدتدار میشود، که با سیال شدن آثار منفی ایجاد میکند. سودآوری بنگاهها و بانکها نیز بیشتر کاهش مییابد و تورم با افزایش بیشتری مواجه میشود. همچنین برخلاف الگوی ضریب فزاینده، نرخهای سود افزایش خواهند داشت، بنابراین کنترل دقیق رفتار بانکها در این بستر ضروری است. سیاستهای احتیاطی کلان، ذخیرهگیری مطالبات غیرجاری با رویکرد پویا و اصلاح نظام حسابداری، از پیشنهادهای مقاله در این جهت است.طبقه بندی JEL:E27,E31,E32,E51,M41
Experimental evidence and accounting scrutiny show that the money in the banking system is not created based on the money multiplier theory but based on the credit creation theory of banking and without a monetary base. According to its proponents, although this type of banking increases economic growth and development, critics believe that its type of restrictions and the behavior of banks increase the possibility of growing unproductive liquidity from various channels. In addition to lending, one of these channels in the Iranian banking system has been the transfer of non-performing loans to the performing loans heading with its factitious rollover and identification of fictitious profits for banks. This paper aims to analyze the dynamic stochastic general equilibrium of these monetary arrangements, which has received less attention in modeling. The results will show that a negative productivity shock can lead to a more significant, and faster reduction in investment, production, consumption, and welfare in this model compared to the money multiplier model. Factitious rollover of non-performing loans also increases the firm's debt to the bank as well as debt default, credit risk, credit crunch for the firm, and slowness in the destruction of liquidity and the creating credit with the ability to accumulate on time deposits, which creates negative effects through its circulation. In addition, the profitability of firms and banks would also decrease further, and inflation will increase more. Moreover, contrary to the money multiplier model, interest rates face an increase; therefore, accurate control over banks' behavior in this banking system is essential. Some of the suggestions presented in this paper include implementing the macroprudential policies, dynamic provisioning, and reforming the accounting system.JEL Classification: E27, E31, E32, E51, M41
