چکیده:
زمینه و هدف: پیشرفت علوم در زمینه های مختلف و سوء استفاده مجرمان از این امر در انجام جرائم، نوع خاص و جدیدی از پدیده مجرمانه را با عنوان جرائم فراملی در سطح بین المللی مطرح کرده است که هم اکنون به دلیل داشتن رشد سریع، جامعه جهانی را با چالش های مختلفی در ابعاد اجتماعی، حقوقی، سیاسی و اقتصادی روبه رو کرده است. ویژگی های خاص حاکم بر این نوع جرائم به خصوص از نوع سازمان یافته آن و آثار مخربی که از ارتکاب این جرائم حاصل می شود، جامعه جهانی را بر آن داشت تا همکاری های خود را در برابر این جرائم در ابعاد فراملی افزایش دهد. هدف از نگارش این پژوهش، تحلیلی بر نقش پلیس بین الملل(اینترپل) کشورهای ساحلی در پیشگیری از جرایم سایبری بین المللی است. روش: پژوهش حاضر از نظر نوع پژوهش کاربردی و روش آن پیمایشی است. جامعه آماری پژوهش فرماندهان و مدیران لایه اول فرماندهی انتظامی استان که 28 نفر از آنان با استفاده از تمام شماری انتخاب شده اند. به منظور گردآوری داده ها از ابزار پرسشنامه محقق ساخته نقش پلیس بین الملل(اینترپل)و پرسشنامه محقق ساخته پیشگیری از جرایم سایبری بین المللی استفاده شده است. روایی پرسشنامهها به وسیله اساتید محترم مورد تایید قرار گرفت و پایایی آن با استفاده از فرمول آلفای کرونباخ به ترتیب 78/0 و 86/0 به دست آمد. به منظور تحلیل استنباطی دادههای حاصله از ابزارهای اندازهگیری از نرم افزار spss و از آزمون کولموگروف- اسمیرنوف، ضریب همبستگی، رگرسیون و آزمون فریدمن استفاده شده است. یافته ها: یافته ها نشان می دهد که نقش پلیس بین الملل(اینترپل)در پیشگیری از جرایم سایبری بین المللی اثر مثبت و معناداری دارد. همچنین مولفه های نقش پلیس بین الملل(اینترپل)(ابزار دیپلماسی پلیسی، ظرفیت سازی)در پیشگیری از جرایم سایبری بین المللی اثر مثبت و معناداری دارد. با توجه به آزمون فریدمن نیز به ترتیب بیشترین میانگین اختصاص به ابزار دیپلماسی پلیسی و در نهایت ظرفیت سازی قرار داشته است. نتیجه گیری: نتایج نشان می دهد که سازمان اینترپل بر اساس یک رویکرد اطلاعات محور، درصدد مقابله و مدیریت راهبردی با جرایم سایبری در سطوح ملی، منطقه ای و بین المللی می باشد.
Background and purpose: The progress of science in various fields and the abuse of this by criminals in committing crimes has raised a special and new type of criminal phenomenon called transnational crimes at the international level, which is now due to its rapid growth, the society The world has faced various challenges in social, legal, political and economic dimensions. The specific characteristics governing this type of crime, especially its organized type, and the destructive effects that result from the commission of these crimes, prompted the international community to increase its cooperation against these crimes in transnational dimensions. The purpose of writing this research is to analyze the role of international police (Interpol) of coastal countries in preventing international cybercrimes. Method: The current research is an applied research and its method is a survey. The statistical population of the research is commanders and managers of the first level of police command of the province, of which 28 people have been selected using the full number. In order to collect data, the researcher-made questionnaire of International Police Role (INTERPOL) and the researcher-made questionnaire of prevention of international cybercrimes were used. The validity of the questionnaires was confirmed by respected professors and its reliability was obtained using Cronbach's alpha formula of 0.78 and 0.86, respectively. In order to inferential analysis of the data obtained from measurement tools, spss software and Kolmogorov-Smirnov test, correlation coefficient, regression and Friedman test were used. Findings: The findings show that the role of the international police (Interpol) in preventing international cybercrimes has a positive and significant effect. Also, the components of the role of the international police (Interpol) (police diplomacy tools, capacity building) have a positive and significant effect in preventing international cybercrimes. According to Friedman's test, the highest average was allocated to police diplomacy tools and finally to capacity building. Conclusion: The results show that the INTERPOL organization, based on an information-oriented approach, seeks to deal with and manage cybercrimes strategically at the national, regional and international levels.
