چکیده:
تروریسم بینالمللی از اصلیترین تهدیدهایی است که در دهههای اخیر امنیت بینالمللی را به خطر انداخته است؛ هرچند همچنان دولتها، سازمانهای بینالمللی و حقوقدانان بر سر ارائه تعریفی جامع و مانع از این پدیده به توافق خاصی دست نیافتهاند. در این پژوهش، هدف بررسی رویکرد دوگانه به طور ویژه کشورهای غربی در مبارزه با تروریسم بینالمللی است. سوال این پژوهش این است که چگونه میتوان این عملکرد دوگانه را توجیه کرد؟ در این مقاله برای روشنتر شدن ابعاد مسئله، اقدامات، عملیات و اهداف دو نمونه از گروههایی را که کشورهای غربی، آنها را در فهرست سازمانهای تروریستی قرار دادهاند؛ یکی داعش و دیگری حزبالله، مورد بررسی قرار گرفتهاند. نتایج بدست آمده حاکی از این واقعیت است که مولفههایی که در تروریسم خواندن این سازمانها موثر هستند، کاملا با اعمال سلیقهها، منافع و غرضورزی سیاسی در عرصه بینالملل گره خورده است. بر این اساس میبایست به این واقعیت واقف بود که تروریستی خواندن یک گروه مبارز، گاها میتواند به مثابه اهرم فشاری باشد که از آن در جهت تامین منافع تعدادی از بازیگران بینالمللی استفاده میشود. این مقاله با بررسی اسناد و منابع کتابخانهای و به کارگیری روش تحلیل و توصیف دادههای مذکور ارائه شده است.
International terrorism is one of the main threats that have endangered international security in recent decades; However, governments, international organizations, and lawyers have not reached a specific agreement on providing a comprehensive definition of this phenomenon. In this research, the aim is to investigate the dual approach of Western countries in the fight against international terrorism. The question of this research is how to justify this dual function? In this article, to clarify the dimensions of the problem, the actions, operations and goals of two examples of groups that Western countries have included in the list of terrorist organizations; One is ISIS and the other is Hezbollah. The obtained results indicate the fact that the components that are effective in calling these organizations terrorism are completely tied to the application of tastes, interests and political bias in the international arena. Based on this, one should be aware of the fact that calling a militant group a terrorist can sometimes be used as a pressure lever that is used to secure the interests of a number of international actors. This article is presented by reviewing documents and library resources and using the method of analysis and description of the mentioned data.
