چکیده:
جامعۀ امروز از افراد گوناگون با سنین، جنسیت ها، نژادها و پیشینه های قومی، توانایی های جسمی و باورهای گوناگون و متنوع تشکیل شده است. بسیاری از سازوکارهای برنامه ریزی شهری جهان با پذیرش تنوع و گوناگونی ساکنان شهری بسوی به کارگیری رویکردهای تنوع گرا و گنجاندن تنوع ها و تفاوتها در فرایندهای برنامه ریزی شهری تغییرمسیرداده اند، اما سازوکار برنامه ریزی شهری کشور ایران و به تبع آن شهر رشت در سایۀ تفکرات مدرنیسم همچنان با شهروندان به صورت نوعی واحد برخورد میکند و تفاوت های سنی، جنسیتی، قومی نژادی، مذهبی، تفاوت در توانایی جسمی و در نتیجه تفاوت در نیازهای شهروندان در شهر را درنظر نمیگیرد. هدف از این مطالعه ارزیابی کیفیت محیط شهر رشت از دیدگاه برنامه ریزی شهری تنوع گرا و پاسخگویی به نیازهای گروههای اجتماعی متنوع است. برای دستیابی به این هدف، سنجه هایی تدوین و در شهر رشت اندازه گیری شدند. برای گردآوری داده ها از مستندات، بررسی میدانی و مصاحبه استفاده شده است. از یک مدل ریاضی ساده برای ارزیابی کیفیت محیط شهر استفاده و نتیجۀ آزمون این مدل به صورت عددی ارائه شد که نشان دهندۀ کیفیت محیط بر اساس آمار و اطلاعات موجود است. اندازه گیری سنجه ها و ارزیابی کیفیت محیط شهر رشت نشان می دهد این شهر با کسب به ترتیب 27، 33، 31 و 42 درصد امتیاز مطلوبیت، کیفیت پایینی در پاسخگویی به نیازهای زنان، توانخواهان و سالمندان و کیفیت متوسطی دربارۀ کودکان دارد. در بسیاری از زمینههای بنیادی از جمله امکانات و خدمات عمومی، حمل و نقل عمومی، فضاهای بیرونی و ساختمانهای عمومی و اشتغال تا نزدیک شدن به استانداردها فاصلۀ زیادی دارد و لزوم گذار از رویکرد یکسان نگر فعلی به رویکرد برنامه ریزی شهری تنوع گرا برای گنجاندن تنوعها و تفاوت ها در فرایندهای سیاستگذاری و برنامه ریزی شهری وجوددارد.
Today's society comprises diverse individuals of varying ages, sexes and sexual orientations, races and ethnic backgrounds, physical abilities, and faiths. Many of the world's urban planning mechanisms have shifted to adopt diversity-oriented approaches and incorporate diversity and differences into urban planning processes by embracing the diversity of urban residents. The urban planning mechanism in iran and the city of rasht under modernism thoughts still treats citizens as the same and does not consider differences in age, sex, ethnicity, religion, physical ability, and, consequently, differences in the needs of citizens in the city. This study aims to evaluate the urban environment quality of rasht from the diversity-oriented urban planning perspective and response to the needs of diverse social groups. In terms of purpose, this research is an applied one and, in terms of methodology, is a descriptive-analytical study. So, indicators were developed and measured in rasht. Documentation, observation, and interviews were used to collect data. A simple mathematical model was applied to assess the quality of the urban environment. Testing this model was presented numerically, indicating the urban environment's quality based on the available statistics and information. Measuring the indicators and evaluating the quality of the urban environment shows that this city with 27%, 33%, 31%, and 42% utility points, respectively, have low quality in meeting the needs of women, the disabled, and the elderly and a moderate quality rate for children. Therefore, there is a need to shift from the current assimilative approach to a diversity-oriented urban planning approach to incorporate diversity and differences in urban policy-making and planning processes.
