چکیده:
هدف: مالیات یکی از منابع مالی دولت است، اما متاسفانه فرار مالیاتی سالهاست رواج پیداکرده؛ این در حالی است که بر اساس آخرین تغییرات قانون مالیاتهای مستقیم، محاسبه مالیات به روش علی الراس حذف و جرم مالیاتی اضافه گردیده است و سازمان امور مالیاتی برای اثبات اظهارنامههای غیرواقعی با مشکل روبرو میشود. لذا این پژوهش باهدف شناسایی تهیهکنندگان اظهارنامههای غیرواقعی بر اساس روش دروغسنجی با استفاده از سیگنالهای مغزی تهیهشده است؛ روش: روش دروغسنجی مغزی، با بررسی سیگنالهای مغزی (استخراج مولفه شناختی p300) افراد دروغگو (G) را تشخیص میدهد. بدین منظور ابتدا پروتکل اودبال [1] با 20 سوال متشکل از 17 سوال عادی و 3 سوال کلیدی طراحی شد که پاسخهای دوگانه "بله" و"خیر" داشت بهنحویکه تمامی سوالات 3 مرتبه تصادفی نمایش داده میشد. این آزمون روی 40داوطلب در دو گروه راستگو [2] (N) و دروغگو [3] (G) متشکل از 10 آقا و10 خانم اجرا شد. که از این تعداد 33 سیگنال مغزی (16نفر درگروه راستگو (N) و17 نفر درگروه دروغگو (G)) موردقبول و پردازش قرار گرفت. سپس دامنه p300 از سیگنال مغزی افراد دروغگو (G) استخراج گردید و نتایج دو گروه موردبررسی قرار گرفت. یافتهها: نتایج بهدستآمده با شناسایی 14 فرد راستگو (N) و 16 فرد دروغگو (G) بهطور صحیح حاکی از توانمندی روش پیشنهادی در تشخیص اظهارنامههای غیرواقعی از واقعی با صحت 91%، حساسیت 93. 3%، ویژگی 88. 9% و دقت 87. 5% میباشد. نتیجهگیری: ازآنجاییکه مغز، منشا تصمیمگیری و سیگنالهای مغزی، غنای اطلاعاتی بالایی دارد، دلایل کافی وجود دارد تا بتوان از روش پیشنهادی برای شناسایی تهیهکنندگان اظهارنامههای مالیاتی غیرواقعی استفاده کرد.
Objective: Although taxation is a government's central financial source, tax evasion has been commonly seen for many years. However, recent changes in the direct taxation act eliminated the arbitrary basis method for calculating taxes and adding the tax offense, making it difficult for the National Tax Administration to prove false tax returns. Methods: Therefore, this study identifies the false tax return makers using a polygraph method based on brain signals. A brain polygraph method detects liars by examining brain signals (by extracting cognitive component p300). For this purpose, the Oddball protocol was designed with 20 questions, each with dual answers of "yes" or "no". Each question is displayed three times at random. First, the test was performed on 40 volunteers in two groups of truthful and liar consisting of 10 men and ten women. Thirty-three brain signals (16 in the truthful and 17 in the liar group) were recorded during this quasi-laboratory test. The p300 amplitude was extracted from liars' brain signals in the next step, and then both groups' results were analyzed. Results: The results obtained by identifying 14 Normal individuals and 16 Guilty correctly indicate the capability of the proposed method in the detection of abnormal returns from real by accuracy, sensitivity, specificity, precision with 93.3%, 88.9%, 87.5% and 91% respectively. Conclusion: Finally, since the brain is the source of the decision-making and brain signals contain much information, it would make sense to identify those who submit false tax returns using the proposed method.
