چکیده:
افزایش همگرایی اقتصادی و گسترش روابط تجاری زمینه جابهجایی عوامل تولیدی بین کشورها را با هدف کسب درآمد بیشتر فراهم نموده است. بر اساس نظریه ماندل (1975) و نیز طبق نظریههای سنتی تجارت، موجودی نابرابر و متفاوت عوامل تولیدی در کشورها باعث برقراری تجارت کالا و جابهجایی عوامل تولیدی، تا زمانی که موجودی عوامل دو کشور با هم برابر شوند، میگردد. به عبارتی تحرک عوامل تولیدی جانشین تجارت کالا میشود، اگرچه در اغلب موارد شواهد تجربی نتایج متفاوت و بعضأ متناقض با نظریه ماندل ارائه میدهند. در همین ر استا تحقیق حاضر به بررسی اثر آزادسازی تجاری و افزایش مراودات تجاری بر جابهجایی بینالمللی نیروی کار ماهر و غیرماهر در ایران پرداخته است. بدین منظور آزادسازی تجاری از طریق کاهش تعرفههای وارداتی برای سه گروه کالاهای صنعتی، کشاورزی و تمامی کالاهای وارداتی طی چهار سناریوی کاهش 5 درصدی، 10 درصدی، 25 درصدی و 50 درصدی تعرفهها با استفاده از پروژه تحلیل تجارت جهانی صورت گرفته است. نتایج تحقیق حاکی از وجود رابطه مکملی بین آزادسازی تمامی کالاهای وارداتی و گروه کالاهای صنعتی با تحرک نیروی کار ماهر و غیر ماهر دارد. همچنین آزادسازی واردات کالاهای کشاورزی با تحرک و مهاجرت نیروی کار ماهر رابطه مکملی و با جابهجایی نیروی کار غیرماهر رابطه جانشینی را نشان میدهد.
Increasing economic integrity and expansion of trade across countries have caused international movement of production factors in order to achieve higher income. According to Mundell's theory (1975) and based on traditional theories of trade, unequal and different endowment of factors of production in countries cause the establishment of trade and the movement of factors, until reaching the equalized factor endowment. In other words, factors movement is a substitute for trade, although in most cases the empirical evidence reveals different and sometimes contradictory results to Mandell's theory. The present study investigates the effect of trade liberalization on the international movement of skilled and unskilled labor in Iran. Accordingly, trade liberalization is stimulated through four scenarios of import tariffs reduction of 5%, 10%, 25% and 50% in agricultural, industrial and the whole imported goods by using Global Trade Analysis Project. The findings of this research indicate that there is a complementary relationship between the liberalization of industrial and all imported goods with the mobility of skilled and unskilled labor. However, trade liberalization in the agricultural sector and skilled labor mobility are a complement, they are substitutes in terms of the unskilled labor movement.
