Iran was on the eve of the nineteenth century, and as the world was in the process of great revolts following the Renaissance and Industrial Revolution, it was still a land of invading tribes that seized power one after the other. They ruled like each other on the tribal traditions and bureaucracy, and of course, ancient Iranian authoritarianism. From this point of view, the Qajar dynasty was a continuation of a process that had dominated the Iranian political scene for over a thousand years. Of course, the developments in the world, especially in the West, did not hide from the Iranian viewpoint, and following a group's familiarity with developments in the Western world, some civic and political demands were at the forefront of the demands of . Obviously, the Qajar government, which represented for centuries Iranian absolutist tyranny, was resisting this tide of change. The accumulation of demands of intellectuals and reformers and the lack of serious determination in the Qajar government to meet these demands led to the constitutional movement. This historic change was a turning point in the formation of modern political institutions in Iran. This article, with an analytical-descriptive perspective, criticizes the effects of the constitutional movement on the formation of political institutions in Iranian society and the conceptual innovations of the constitutional revolution in society and politics in the Qajar era.
