چکیده:
متغیر اصلی پژوهش حاضر نگرشهای ضد هژمونیک و تعاملگرا است که به طور موردی در اقلیم کردستان عراق بر روی نحوه مدیریت بحران بررسی میشود. در راستای بررسی نگرشهای ضدهژمونیک و تعاملگرا در کردستان بر نحوه مدیریت بحرانهای امنیتی، تاثیر نگرش ضدهژمونتیک با شاخصهای نظم سیاسی کنشهای ضد چیرهجویی، نظم امنیتی، نظم اقتصادی، نظم موازنه محورانه و تعاملگرا با شاخصهای همکاری در حوزههای ژئوپولیتیکی سیاسی، دفاعی، امنیتی، فرهنگی و گفتمان صلح بر مدیریت بهینه و مطلوب بحرانهای امنیتی اقلیم کردستان امنیتی با شاخصهای عدم تکوین دولت و ملتسازی و شکاف هویتی، کشمشهای سرزمینی، امتیازات ایالتی و فروش مستقل نفت دولت در کردستان مورد بررسی قرار گرفت. بحرانهای مورد بررسی در تحقیق حاضر شامل عدم تکوین دولت- ملتسازی و شکاف هویتی، کشمشهای سرزمینی، امتیازات ایالتی و فروش مستقل نفت دولت اقلیم میباشد. بر اساس یافتههای پژوهش دولت اقلیم کردستان با چالشهای داخلی و خارجی زیادی مواجه است. اما مهمترین چالش داخلی در اقلیم کردستان عراق اختلافات احزاب کردی داخلی میباشد. اقلیم کردستان با موانعی همچون اختلافات زیاد داخلی، عدم همراهی کشورهای منطقه و آمریکا، مشکلات زیاد حوزه اقتصادی و مخالفت ترکیه و ایران و کشورهای همسایه مواجه است.
The main variable of the current research is the anti-hegemonic and interactionist attitudes, which are investigated on a case-by-case basis in the Kurdistan region of Iraq on how to manage the crisis. In line with the investigation of anti-hegemonic and interactionist attitudes in Kurdistan on how to manage security crises, the impact of anti-hegemonic attitude with indicators of political order, anti-dominion actions, security order, economic order, balance-oriented and interactive order with indicators of cooperation in geopolitical fields political, defense, security, cultural and peace discourse on the optimal and desirable management of the security crises of the Kurdistan region, security with the indicators of the lack of development of the state and nation building and the identity gap, territorial disputes, state concessions and the independent sale of government oil in Kurdistan. took the crises examined in the current research include the lack of nation-state formation and identity gap, territorial disputes, state concessions and the independent sale of regional government oil. the results showed that the Kurdistan Regional Government is facing many internal and external challenges. But the most important internal challenge in the Kurdistan Region of Iraq is the internal Kurdish parties' differences. The Kurdistan Region is facing obstacles such as many internal disputes, lack of cooperation between the countries of the region and the United States, many problems in the economic field, and the opposition of Turkey, Iran and neighboring countries.
