چکیده:
Housing is one of the major concerns of most Iranian households today and is considered to be a social problem. Present paper aims to study the discourse of justice in economic, social and cultural development programs using Laclau and Mouffe's discourse analysis. This qualitative method of analysis aims to respond the following question: basically what approaches have been taken in post-revolutionary governments towards the issue of "housing"? Accordingly, the findings of the discourse analysis on the texts of the six economic, social and cultural development programs of the Islamic Republic of Iran, which show the approach of construction (Sazandegi), reformist (Eslahat), justice-oriented fundamentalists and moderation (etedal) towards "housing", indicate that the floating signifier of "Social justice", under the general discourse of the Islamic Revolution, is blocked in the form of the central sign of "justice in housing" and in the articulation of this discourse, around the mentioned central sign, a semantic system consisting of the main signs of "mass housing", "retrofitting and optimization plan", "Mehr Housing" and "Social-Supportive Housing" have been formed.
خلاصه ماشینی:
Now, if the text of the third development plan in the field of housing is examined, the following will be observed clearly: Table 3: Discursive Signifiers in the Third Development Plan Row, Article, Topics of Interest 1, 136, Mass Housing Construction 2, 137, Bank Facilities for Buying or Constructing Housing 3, 138, Preparing a Detailed Map of the Current Situation of Villages 4, 139, Selling Land by the Ministry of Housing and Urban Development 5, 140, Renting Organizational Houses 6, 180, Reconstruction of Areas Damaged by Unforeseen Accidents The discourse analysis of the texts of this plan shows that the empty signifier, or rather, the sign of the shortcomings of the two previous development plans (the first and second plans), regarding the issue of "improving national construction", in the form of the demand of the third development plan, organized a new discourse around itself; In this way, the Khatami government, by supporting public participation and encouraging privatization in this field, introduced mass construction, or rather, the construction of residential complexes, as the only solution to the housing problem in the country, and as the first government after the revolution, had a special emphasis in this regard; Evidence of this claim is the articles that can be seen in the third plan - and later in the fourth development plan - regarding the issue of housing; Of course, it should be noted that in addition to the mentioned articles, strategies and goals were also planned in the aforementioned plan regarding housing; So that the basic strategies of the housing sector in the third development plan were: Providing housing for low-income groups and solving the problem of homelessness and marginalization Supporting the establishment of trade unions and financial institutions in order to provide housing for low-income groups Supporting producers of small housing units with an emphasis on complex construction and mass construction Optimal use of urban lands with the aim of miniaturization and mass construction In order to achieve the aforementioned goals and strategies, the Khatami government, by implementing measures such as granting bank facilities for the purpose of buying or constructing housing, mass construction and building small units but in the form of residential complexes, allocating land and preparing and compiling facade regulations in all construction projects in the country, sought to meet the country's needs in the housing sector, which, of course, the production of housing units in line with the quantitative goals of the housing sector in the third development plan was successful.
