This study, which aims to identify the internal and external issues of scientific journals in the country in relation to their subject group and publishing organization, was conducted through data collection from managers and readers of journals. The issues were categorized into two groups: external (research structure of scientific societies, political issues, legal issues) and internal (access to scientific resources, human resources, sales market, costs and financial problems). The survey data show that internal issues are more important than external issues in the publication of scientific journals in Iran, and the most important issues are economic, technical, political, and legal, respectively. Economic problems have been mentioned more by managers of private sector-affiliated journals, and for readers, the main problem is the quality of scientific journals, while managers pay attention to the equipment aspect of the journals.
