چکیده:
This article utilizes theoretical and conceptual frameworks of the sociology of organizations and the reference analysis of public policies to examine the problem of public policy making in Iran. The sociology of organizations provides us with the opportunity to examine the subject at three levels: intra-organizational, inter-organizational within the country, and inter-organizational on the global stage. The concept of authority also provides a basis for examining sectoral, general, and global authorities, as well as their ambiguities and complexities in Iran.

In addition to power in the organizational environment, the actor must reduce the predictability of his actions and master areas of ambiguity that affect how or whether the organization can achieve its goals.
(Refer to the image on the page) The distance between civil society and the government and the intensification of conflict between them, - Deepening the alienation of the actor within the organization and, consequently, a greater tendency towards negative individualism, - Creating a basis for the conflict of the government organization with transnational organizations that are increasingly taking a position against authoritarian and hierarchical tendencies within countries.
The country's orientation towards approving UNESCO policies in the field of culture and membership in the World Trade Organization will undoubtedly confront the government with the requirements of global political and social referencings as well.
