The level of women's participation in various social spheres, especially at the level of political elites, is one of the indicators of development and political modernization. In this research, in addition to reviewing the history of women's participation at the elite level in the national and international arena, the value priorities and attitudes of young girls and boys towards women's political participation at the elite level have been investigated. The present research is of a survey type and the required information has been collected through a questionnaire. The results of the research indicate that: 1- Although the prevailing atmosphere of priorities and desires of young people is materialistic, boys think more materially than girls. 2- There is a relationship between gender and attitude towards women's participation at the level of political elites, such that only 15.7% of boys agree with women's political participation at the elite level, and the rest have opposing or moderate attitudes. 3- 57.7% of girls agree with women's political participation at the level of elites (have reached civil awareness) and 13.1% disagree. 4- The following regression equation can be used to predict the attitude of young people towards women's participation at the level of political elites (Y): (Gender) 13.96 + (Value Priority) 0.75 + 19.61 Y

If we consider civil society as a place that provides a favorable, appropriate and rational space for competition between social classes and pluralism based on the political participation of all people (both men and women) is practical and freedoms are observed within the law (Nouri, 1376:648).
This research examines the relationship between gender and the value priorities of young people (students) with their attitude towards women’s political participation at the elite level.
Measurement of Variables and Conceptual Method: In this research, gender and value priority are considered as independent variables and attitude towards political participation at the elite level as the dependent variable.

In other words, 30 percent of the changes related to the attitude of young people towards women's political participation at the elite level are due to the two variables of gender and their value priority.
Furthermore, considering that gender is coded as zero (men) and one (women), it can be interpreted that when an individual changes from male to female, their attitude score towards women's political participation increases by 13.
