چکیده:
An examination of the general status of rural communities in Iran shows that social welfare and rural development programs are not aligned with the sustainable development model. Since development programs have fallen short of achieving goals in all areas, they have had the most negative impact on rural communities. In this research, information was collected through documentary and library studies, and then secondary data were analyzed, leading to new findings and results in this field. Sustainable development is conceptualized based on three axes: equality, economic development, and environmental sustainability. The findings indicate that the level of poverty, deprivation, and inequality in rural areas of Iran is higher than in urban areas, and social welfare programs have not been able to play a role in reducing them. In rural development programs, activities related to agricultural development and infrastructure dominate, and of course, no significant transformation has occurred in the agricultural sector. The increasing process of environmental degradation and desertification in the country's pastures is also noteworthy. The results indicate that a sustainable development-based approach does not exist in social welfare and rural development programs in Iran, and this is both due to the lack of a theoretical framework for development and the absence of an effective approach in the field of public participation in planning. Local, community-based, and endogenous development is the strategy of sustainable development, and if rural communities, in the form of popular institutions, take the initiative in identifying and prioritizing their basic needs along with facilitating government institutions, this can make many programs and activities more efficient and effective.

The results indicate that a sustainable development-based approach does not exist in social welfare and rural development programs in Iran, and this is due to the lack of a theoretical framework for development and the lack of an effective approach in the field of public participation in planning.
Since social support programs, compared to social security, account for a significant share of the government's public resources, having a sustainable development approach in these programs leads to, on the one hand, social welfare programs and especially social support not being reduced to merely providing and paying direct financial assistance, which is in conflict with human dignity, and on the other hand, by preserving and strengthening traditional and new social supports (formal and informal) and also empowering individuals, groups, and local communities, leading to community-based welfare development1.
Statistics published over the past two decades by various institutions such as the Statistical Center of Iran, the Management and Planning Organization, the Imam Khomeini Relief Committee, the Welfare Organization, the Health Services Organization, the Jihad Agriculture, the Agricultural Research Institute, as well as the results of research conducted by various researchers on rural communities in Iran constitute the primary data of the present research.
Social welfare programs, due to their failure to follow a sustainable development approach and the lack of targeted planning such as empowering rural communities, have not been able to reduce the level of poverty and inequality in these communities.
