In a narration from Imam al-Sadiq - peace be upon him - it is stated that Bakkah is the site of the House, and Makkah is the city itself.
From the narrations regarding the creation of the earth, or in the interpretation of verse 196 of Surah Al-Imran (which has passed), or in the interpretation of the noble verse: « والأرض بعد ذلِک دحیها » 27, it is inferred that at the beginning of the creation of the heavens and the earth, the surface of the earth was covered by water or foam, and the first place that emerged from under the water was the location of Bayt al-Haram, and the landmasses of the earth expanded from there.
Considering the above, it can be said that the reason for naming the city of Makkah "Umm al-Qura" is the same Dahwal-Ard that began from this land.
In this way, God has made Makkah and the Haram a place of security and peace of mind for everyone, even criminals and sinners, and no one should be harassed or mistreated there, regardless of whether they have committed a crime or have a prescribed punishment (Hadd) upon them; and in that holy land, the security of all, even animals and wild beasts, is guaranteed.
