The impact of these two crises has given reforms in Iran the following characteristics: 1 - Emphasis on the constitution or legalism, instead of emphasis on ideological characteristics; 2 - Transforming the ruling oligarchy into a type of limited democracy or semi-democracy; 3 - Expanding the capacity for political participation of the people in the form of parties and councils; 4 - Making efforts to strengthen the associations and institutions of civil society; 5 - Taking actions toward institutionalizing the political system and monitoring it; 6 - Making efforts toward consolidating the position and function of democratic institutions; 7 - Realizing efforts for the purpose of expanding democratic political culture; 8 - The government's effort to establish a new social consensus based on the Islamic-Iranian identity; 9 - Relative expansion of press freedom to criticize the performance of the government and the political system; 10 - Efforts to resolve disruptions in the communicative processes with the international system.
