Explaining Jihad and Terror: A Way to Identify the Takfiri Misuse of Islam Abbasali Akhavan Armaki 1 Abstract In the present era, the name of Islamic Jihad has become a pretext for igniting the fire of war and terrorist violence by Takfiri groups, because different explanations of the theoretical and conceptual foundations of terror have led to the formation of different behaviors, strategies, and policies regarding it, to the point that it has caused great disagreements in identifying instances of terrorist thoughts and actions.
A general definition that can be provided for terrorism is as follows: Any violent act or threat, regardless of goals and motives, carried out to advance an individual or group criminal program and seeking to create panic among the people, creating fear by harming them, or endangering life, liberty, or security, or seeking to damage the environment, public and private facilities and assets, or occupying them, or with the aim of endangering national interests, is called terrorism.
Of course, it is completely clear here how much instilling terror is important from the perspective of Islam and the opinions of Islamic jurists, because it is the very act of instilling terror that places the perpetrator of an action within the framework of mufsid fil-ard and muharib, and based on this, the severest punishments such as: killing, amputation of limbs, and exile have been considered for it.
Defensive Jihad, the existence of which has been explicitly accepted by jurists and, due to its importance, has been categorized among acts of worship despite its political nature, with many verses and traditions regarding it, is only subject to investigation for comparison with terrorism in terms of method and type.
