This discourse is a critique of the fatwa issued by Dr. Khalid bin Mufleh Al-Hamid regarding the religious impermissibility of producing artificial rain. This respected researcher has set out to prove his claim and the claims of those who share his view by presenting several arguments. We have attempted, firstly: to critique and respond to the reasons for impermissibility; secondly: to present evidence to prove the religious permissibility of the aforementioned operation; and thirdly: to complete the discussion by referring to the secondary ruling on this matter.

Of course, the objection does not end here; rather, there are other prohibitions that further strengthen the possibility of this act being haram, such as: relying on scientific methods and ignoring divine graces, in a way that causes turning away from the views of Islamic Sharia and perhaps, in the long run, leads to a lack of belief in God's influence in this regard, or even creates a context for attempting to resemble God, since humans, like Him, have been able to cause rain to descend.
For this reason, a group of people, by presenting arguments, have sought to fuel this objection and, consequently, rule the operation of artificial rain production as not Sharia-permissible, which will be examined in the continuation of the discussion.
Third Reason: Necessity of Shirk (Polytheism) Dr. Ibn Muflih (Professor of Comparative Jurisprudence), regarding the lack of legal permissibility of artificial rain production, has provided the following reasoning: if anyone among Muslims believes in the correctness and legal permissibility of this act, they will not be free from one of these two states: First state: The performer of these operations attributes the falling of rain entirely to other than God, such that no influence remains for God Almighty, and this itself is the greatest form of Shirk in Rububiyyah (God's influence in the universe) and is certainly forbidden (haram), and no Muslim would commit to it.
