The statistical population of this research includes all managers and employees of cultural organizations in the year 1403-1404, from which a sample of 300 people was selected using the stratified random sampling method. Data collection tools included a human resource management questionnaire and an Islamic ethics questionnaire. The validity and reliability of the tools were confirmed through content validity and Cronbach's alpha coefficient. The findings obtained from the data analysis showed that the proposed model has a suitable fit and that the components of Islamic ethics, human resource management, and cultural organizations have a significant relationship with each other. Additionally, the results showed that Islamic ethics can act as a moderating factor that strengthens the relationship between human resource management and the effectiveness of cultural organizations.
