چکیده:
The experience of several national development programs and sectoral planning systems has proven that a centralized policymaking pattern for achieving appropriate regional development, which leads to balanced and steady country development, does not possess the necessary adequacy. The transition from a centralized planning system to a decentralized planning system is inevitable. This research addresses a sample design of the planning method and regional analysis of the national economy (case of Qom Province). In this study, by utilizing base economy theory and the location quotient, 20 economic activity sectors out of 72 ISIC classified activity sectors of the province are introduced as excellent relative advantages of Qom province. These activities include 10 main relative advantages and 10 competing relative advantages. Among these, the activities that also hold a special position in terms of share and growth in the province's GDP and can act as the engine of the province's economic growth and increase the production and exports of Qom province are: construction activities, religious-political activities, manufacturing of food and beverage products, manufacturing of furniture and other manufactured goods, manufacturing of metal and fabricated products, manufacturing of other transport equipment, manufacturing of rubber and plastic products, and finally, public higher education. Leather tanning and its products and textile manufacturing activities (carpets, rugs, fabrics, etc.) are the second and eighth exporting sectors with an acceptable share in the province's GDP, which due to lack of serious support have experienced declining growth and growth less than the provincial economic growth (ranked 52nd and 64th in growth respectively) and have become decelerators of the province's economic growth. Also, weaker regional advantages such as livestock and poultry farming, private health and medical services, and restaurant activities have lower growth than the province's GDP growth, but due to their larger share in the province's GDP, they exert a greater driving force on the province's GDP growth rate. In conclusion, some regional strategies for expanding investment and production in the relative advantages of the Qom region are presented.

Among these, the activities that hold a special position in terms of share and growth in the province's Gross Domestic Product (GDP) and can act as the engine of the province's economic growth and cause an increase in the production and exports of Qom province are: construction activities, religious-political activities, manufacturing of food and beverage products, manufacturing of furniture and other manufactures, manufacturing of metal products and fabrication, manufacturing of other transport equipment, manufacturing of rubber and plastic products, and finally, public higher education.
Therefore, in conditions where the most important strategy for increasing production and economic growth is creating new investment and its correct targeting, it is necessary to identify the relative advantage for directing new investments in Qom province through comparative analysis of different economic, social, and cultural sectors of the provinces, within the major activity groups of the province's agricultural, industrial, and service sectors.
