Abstract Education is considered normal due to the changing nature of war, air strikes – missile of extensive involvement in starting length critical facilities, critical military, civilian and even spots of residence, office, and commerce. Accordingly, it is vulnerability assessment strategies to reduce the weakness of cities in fighting codification; damages is necessary. Providing passive defense in accordance with the conditions and characteristics of the critical points is critical important areas and office can afford the relatively low cost of entering based on heavy damage to vital installations and sensitiveness; it can be prevented and their lives are in danger. Golestan province is the area of study. Soil water having a common border with neighboring countries and the strategic location of the city makes it very important and vulnerable. In this study, Gorgan city is divided into 11 zones and geographical information system using analytic hierarchy vulnerable zones is determined by the city. The findings of study show that In the event of war and military attack zones10and will be the most vulnerable. South of the city due to building high density high population density are more vulnerable towards the north.

The expansion of the physical structure and economy of urban societies has gradually turned the need to reduce hazards not only into a reassuring factor in controlling hazard risks, but also other important and managerial actions toward preparing programs and pursuing deterrent plans to prevent further vulnerabilities have gained increasing importance (Liangfeng, 2002: 371) To evaluate the intensity and degree of hazards natural, it seems necessary to prepare zoning maps of vulnerable points and geographic data related to geological structure, land use, population, quality and density of buildings, communication routes, city equipment, and other aspects of urban activity; this information can be processed using Geographic Information Systems (GIS) and used by providing appropriate outputs.
Introduction of Vulnerability Assessment Indicators In this research, considering its common theoretical discussions with earthquake-induced vulnerability and reviewing the opinions of passive defense experts, the criteria related to the vulnerability of urban fabrics against invasion can be described as follows: - Urban fabric composition, - Accessibility to relief centers, - Buffer zones of hazardous centers, - Population and temporary settlement locations In order to analyze the level of vulnerability within the framework of the proposed criteria, the following indicators are determined so that a quantitative judgment can be made regarding the level of vulnerability: (Refer to the page image) Figure 1- Stages of determining the level of defensive vulnerability of Gorgan city using reverse AHP and GIS Accessibility to medical centers: Access to medical centers accelerates rescue operations and service delivery.
