International peace has been, from the past until now, an ideal and a concern for governments and nations that have been involved in violence and war in some way. With the emergence of the information age and the creation of new communication technologies and the expansion of human relations, a new communicative world has emerged that can play an effective role in minimizing the risk of conflict between states. The space that is imaginable with the presence of modern media is a space in which, considering the unique characteristics of these media—namely the rapid, cheap, and mass transmission of information—a transformation can be witnessed in the definition and redefinition of accepted concepts such as culture, language, race, peace, etc. One of the most important requirements for achieving these goals is creating strong connections among the nations of the world and raising their awareness to create a global union, toward which the International Telecommunication Union (ITU) has made great efforts. In the present research, this question is examined: "Despite the expansion of current technologies and the increase in their users, what impact has the International Telecommunication Union had on world peace and international security, especially after the Cold War?"

Now, in this research, by moving beyond the axis of the family, which is considered the most fundamental pillar of society, we assess and examine the effects of communication technologies in the international environment, because world peace will be established and settled under the shadow of global security.
Based on the declaration of the World Summit on the Information Society (WSIS), the International Telecommunication Union, as the entity responsible for developing ICT infrastructures, facilitating interactive functions, peer-to-peer connectivity, and global connectivity of networks and services, and as the provider of an enabling environment for development and trust-building in the use of information and communication technologies through the enhancement of computer security, has the responsibility to provide the possibility of using ICT for all individuals at any time and place.
Among the important successes of developing countries in the field of the "New World Information and Communication Order" in the 1970s, one can mention the decision of the UNESCO General Conference at its nineteenth session in the autumn of 1976 regarding the establishment of: "International Commission for the Study of Communication Problems" and especially the adoption of the declaration regarding the role of mass media in international relations was mentioned in the next (twentieth) session of UNESCO in 1978.
