The Fifth Development Plan Law plays a key role in achieving the goals of the country's twenty-year vision document in the horizon of 1400 AH, as this plan serves as a guide for the general characteristics, growth, and development of sectors, including the science and technology sector. The aim of this research is to answer the fundamental question: Has the science and technology sector in the Fifth Development Plan Law paid attention to the policies emphasized in supra-documents? This research is descriptive-analytical in nature and utilizes content analysis and documentary review methods. The study population includes supra-documents and specific documents, of which 9 documents were selected through purposeful and available sampling for study. The tools for collecting information and necessary data were research notes, checklists, and researcher-made forms. For interpreting and analyzing the data, the descriptive-analytical method was used. Based on the research findings, the core policies in the fields of culture, education, research, technology, human resource empowerment, infrastructure development, cross-sectoral and international cooperation, accountability, encouragement, and participation were classified, and finally, the legal articles of the science and technology section of the Fifth Development Plan Law were matched with the core policies of the supra-documents. Accordingly, it can be concluded that in drafting the science and technology section of the Fifth Development Plan Law, the core policies recommended by the supra-documents have been taken into account.

In addition to these considerations, political requirements arising from higher-level documents such as the country's Constitution, the twenty-year Vision Document of the Islamic Republic of Iran, the general policies of the system, the statements and guidelines of Imam (RA) and the Supreme Leader, the resolutions of the Supreme Council of the Cultural Revolution, the country's development plans, and international documents such as Education for All (2015 Declaration), the Higher Education Declaration for the Next Century, and the Declaration of the World Conference on Science in the 21st Century, have received necessary attention in the science and technology sector of the Fifth Development Plan Law. However, it must be said that this attention, in terms of quantity and quality, especially regarding the indicators of each policy, has both strengths and weaknesses.
The most important axes emphasized by him include: orientation towards achieving the goals of the country's twenty-year vision, possessing Islamic and Iranian foundations and models, avoiding blind imitation of Western models, and considering (Refer to the page image) Figure number (3) shows the status of the articles of the Fifth Development Plan Law in the science and technology sector based on the core policies considered in higher-level documents, indicating that the aforementioned legal articles have paid more attention to some core policies, while some legal articles have received less attention or have been generally neglected.
