چکیده:
National security includes various domains, including "food security." Increasing the food security index is one of the central demands of political elites in countries around the world. Despite the emphasis made in the development plans of the Islamic Republic of Iran on the necessity of agricultural self-sufficiency and increasing the food security index, performances indicate a relative gap with the intended goals. This issue has faced even more unfavorable conditions in recent years. Among the decisive reasons for the decrease in the food security index in recent years, one must mention the lack of a comprehensive view toward removing the motivational barriers of producers, as well as the enjoyment of huge foreign exchange revenues that have provided the ground for increasing the import of inputs, agricultural products, and goods. Due to the continuation of the aforementioned challenges and also the incomplete implementation of the Targeted Subsidies Law, the future outlook of the country's food security status is still assessed as more unfavorable. This article, while proving the aforementioned hypothesis, addresses solutions for increasing the food security index and, among them, emphasizes the revision of "pricing policies" and "import policies."

Among the decisive reasons for the decrease in the food security index in recent years, one must mention the lack of a holistic view regarding the removal of motivational barriers for producers, as well as the enjoyment of huge foreign exchange revenues, which has provided the ground for increasing the import of agricultural inputs, products, and goods.
In Iran too, which in the years following the Islamic Revolution has always emphasized the concept of self-sufficiency in agricultural products and has taken it into account in the laws of development plans, has paid great attention to "food security" and has sought to increase its index; however, despite various emphases and special sensitivities to achieve it, we have witnessed a decrease in the food security index in recent years.
The main question of the article is: "Why has the food security index decreased in recent years and what is the outlook for the coming years?" To answer this question, the following hypothesis has been formulated: "The lack of a holistic view regarding the removal of motivational barriers for producers and incorrect tariff policies, as well as the enjoyment of huge foreign exchange revenues, has provided the ground for increasing the import of agricultural inputs, products, and goods, leading to a decrease in the self-sufficiency index and food security in the country.
Given the downward trend of the self-sufficiency coefficient in basic products that occurred during the fourth development plan, unfortunately, this situation has also been reflected in the total trade balance; meaning that due to a greater increase in imports compared to exports, the total trade balance has become negative, which is considered a type of threat to food security.
