These services are explained in connection with the primary duty of libraries, which is to meet the educational, recreational, personal, and economic needs of all members of society. It is emphasized that information services should not only meet user needs but also anticipate them in order to collect and make appropriate resources available. Services should be designed based on the information-seeking behaviors and habits, information needs, and expected services of the individuals in that community. In this text, 31 guidelines are provided, most of which relate to services.

By collecting and creating information and referral files, the library should provide its users with the possibility of accessing services and resources available in other local, regional, and provincial organizations.
