Crime prevention policies and programs in urban public spaces are implemented to prevent the occurrence of crime and to promote the public and social security of citizens. In the process of crime prevention, variables or phenomena may arise that are unintended, inconsistent, and in some cases, in conflict with the expected goals of the policy or program. Given this matter, experts in the field of prevention emphasize the consequences and achievements of a prevention program or policy rather than its goals: The method of data collection and analysis in this qualitative article is based on grounded theory and conducting in-depth interviews with social experts and people in urban public spaces. Based on the findings of this article, the most important issue with law enforcement and police programs in combating the phenomenon of hooliganism and preventing it is the sudden and temporary nature of police plans; the most important consequences are identification, organization, and creating the ground for the formation of crimes on a larger and more harmful scale.
