Nowadays, globalization is a phenomenon that has influenced all aspects—hidden and manifest—of humanity and has therefore created a serious challenge for the phenomenon of the state, which has always been an active actor. However, if one examines closely and delves into the core of the subject, globalization is essentially a phenomenon that is itself a product of states. Therefore, this article addresses the role of the public sector—states—in the process of globalization and believes that this process does not signify the decline of the state, and the nature and stability of the state in the third millennium remain intact. Of course, unlike in the past, a situation has arisen today where this new situation results from fundamental impacts on the power structure and the exchange dynamics governing it, despite the persistence of vital principles and values (state-country), and this is the point that is addressed in the present writing.

If we examine the subject of globalization and the future of the public sector, prediction in the path of international policies is difficult for several reasons: 1) First, political scientists have limited knowledge to rely on, and of course, there is doubt regarding its certainty.
Of course, in the present writing regarding the public sector, we undoubtedly examine the political and ideological aspects of an issue, because political and ideological conditions in the arena of the nation-state possess a high capacity for influence and being influenced compared to economic and instrumental elements.
Therefore, since the individual decides within the framework of personal interests and ultimately their group interests, as a result, national interests that should be considered through foresight are not prioritized, and essentially, decision-making and policymaking are conducted with respect to the issues emphasized by the state sector, and practically, no non-governmental strategy exists.
