Kaveh Magazine, which was published in two different historical periods with two different styles and goals, is one of the most controversial and debated publications in the history of the Iranian press. Especially its second period, which forms the focus of this research, viewed Iran's socio-political issues with a critical approach and, by raising the questions and concerns of the intellectuals of that era regarding the formation of Western-oriented social-political thought, modernism, and absolute semi-modernism of the Reza Shah era, had a direct and decisive impact, to the extent that it can be claimed that the directors of Kaveh played a role as ideologues of the absolute and modern state in consolidating the intellectual foundations of Reza Shah's dictatorship and also in the process of reforms and modernization of that period.

This article, by examining Kaveh magazine's pathological view of Iranian society and enumerating its manifestations and causes of backwardness, has outlined Kaveh's solutions and strategies for the modernization and development of Iran based on the following axes: How to receive the secrets of Western civilization, the necessity of changing existing structures with the help of Western expert knowledge, the behavioral reform of elites, intellectual despotism, strengthening the Persian language and consolidating national unity, archaism and the revival of ancient Iranian traditions, secularism and the thought of religious pruning, women's liberation, full-scale emulation of the West, etc.
These axes were, in fact, the theoretical foundations of the reforms and modernization of the following decades, which were gradually implemented, and Kaveh exerted all its strength to explain and theorize them, as they were considered the strategy of its editors: 1- General education and self-sacrifice to make it universal, 2- Publication of useful books, especially the translation of foreign books, 3- Adoption of the principles, manners, and traditions of European civilization and its unconditional acceptance, 4- Intense and widespread promotion of various types of physical exercises in the European manner, 5- Preservation of Iran's national unity, 6- Preservation of the Persian language, or in fact, the national language, from corruption and pests; 7- An unrelenting declaration of war against opium, chloroform, and alcohol; 8- War against ignorant fanaticism and the declaration of equality of rights among followers of different religions; 9- War against public diseases, especially malaria, venereal diseases, tuberculosis, and childhood diseases; 10- Preservation of Iran's independence; 11- Prosperity of the country in the European manner and the use of machinery; 12- Freedom for women and their upbringing, education, and the pursuit of their rights and privileges; 13- A fierce, fiery war against lying; 14- Diligent endeavor to overthrow the malicious habit of intrigue and political deception; 15- Overthrowing the shameful custom of unnatural love, which since ancient times has been considered one of the worst vices of our people and a major obstacle to civilization; 16- War against joking, buffoonery, exaggeration, excess, and loquacity, and striving to instill a sense of seriousness among the people; 17- Reviving the desirable ancient national traditions and customs of Iran (Kaveh, new series, second year, number 1, 2).
