In this article, while defining productivity and presenting various perspectives and productivity models, we discuss the importance of human resource development and propose a comprehensive model for managing factors affecting human resource productivity.

He presents definitions of human resource productivity from various groups as follows: - Engineers: Doing the most work with the least cost, - Scientists: Doing work wisely and consciously, - Managers: Achieving everything combined with effective performance, - Philosophers: Knowing that the best work has been done, - Financial managers: More profit.
Thus, from the Japanese perspective, to increase the level of productivity, attention must be paid to the quality of labor, management, and the structure of other production factors that constitute the total cost, which leads to the historical approach of Kaizen (continuous improvement) and total quality control.
In general, today productivity is a type of economic, technical, and cultural perception of production in which humans perform their activities intelligently and wisely to achieve the best result with the minimum cost and in less time.
In this respect, the growth and development of human resources and the increase in skill, creativity, and knowledge of the workforce at all levels of the organization has been considered a strategic priority for managers of the 90s decade; because today's workforce differs from the past in terms of appearance, way of thinking, and performance, and has undergone transformation in many aspects, such as age, gender, culture, education, values, and the employment of disabled and incapacitated individuals [8].
