After interpreting the verse, Tabarsi says: This verse fully indicates the permissibility of Naskh in the rulings of religion, and even its occurrence, because God has said: و ما جعلنا القبلة التی کنت علیها, and the meaning of this phrase is that God initially established a Qibla for the people, then transferred that Qibla to another point and made another location the Qibla, and Naskh is nothing other than this.
Argumentation from traditions: Tabarsi also provides transmitted evidences for the permissibility of Naskh; including a narration from Abu Musa al-Ash'ari, who says: We used to recite this verse: لو أنّ لابن آدم وادیین من مال لتمنی وادیا ثالثاً و لا یملأ جوف ابن آدم الاّ التراب و یتوب اللّه علی من تاب; if the son of Adam had two valleys of wealth, he would wish for a third, and nothing fills the belly of the son of Adam except dust, and God accepts the repentance of whoever He wills.
31 The late Tabarsi, under verse (106/Baqarah), has referred to the types of Naskh and, for the abrogation of ruling and recitation, cites the narration of Abu Bakr, who says we used to recite in the Quran: لاترغبوا عن آبائکم فإنّه کفر بکم, then it was abrogated.
The late Tabarsi holds the view that the correct opinion is the non-abrogation of this verse because God commanded the Messenger (PBUH) to engage in the best debate with the People of the Book.
After quoting these opinions, the late Tabarsi expresses his own view as follows: On the surface, there is nothing in these verses that necessitates abrogation, so it is better to interpret the words according to their apparent meaning.
