In the first chapter titled 'Heterogeneous Development Policy', the writer embarks on a description of the general outlines, political, social and economic development of the last 25 years of Mohammad Reza Shah's regime and investigates the economic and industrial development plans, renovation, land reforms, White Revolution and the military strategy of the monarchy.
Although in other two parts of the book he has clearly shown to the reader that there has been a constant struggle by Iranians against despotism and dictatorship since the late nineteen century, and despite the fact that more than two thirds of the book has been devoted to explaining and elaborating this struggle, when he treats the causes of dissatisfaction with the Shah's regime during the period of the Islamic Revolution, he does not give any weight to the political nature of the regime and deals specifically with the economy.
In the fifth chapter entitled 'Resolution No. 598 of the Security Council,from Approval till Acceptance', the writer first studies the purport of the resolution, specifies its weak and strong points, then analyzes the positions of Iran and Iraq with respect thereto.
In this chapter, the author notes topics discussed with the UN Secretary General in the course of 10 sessions, and describes the military and political developments of the war during the time interval between acceptance of Resolution 598 till the cease fire.
He emphasizes that as the result of political endeavors of the Ministry ofForcignAffairs of Iran, the Secretary General, in a letter to the Security Council, recognized Iraq as the party responsible for the outbreak of the war.
