The special obstacles which hindered the education and social progress of the Muslims were vcrv often discussed bv the Government of India.
The whole subject was commended to the attention of local Governments and of the three Universities of India 14 The reports which were received from the local Governments showed that wherever the ordinary vernacular of a province was Hindustani or Urdu, written in Persian script, or again, where the Muslims used the provincial or district vernacular, they occupied their proper position in the primary and secondary schools founded or aided by the Government.
But where, on the other hand, they spoke a language different from that of the majority of the population, or written in a different script, the special arrangements necessary to meet these circumstances had not always been made, with the inevitable result that the claims of the Muslim community were disregarded: The obstacles which kept the Muslim students apart from the ordinary school system naturally grew greater as the higher standards of education were reached.
