چکیده:
مقاله حاضر به معرفی رویکرد جدید جرم شناسی که اصطلاحا قربانی شناسی یا بزده دیده شناسی نامیده می شود، می پردازد. این شاخه از جرم شناسی، در برخورد با پدیده بزهکاری، عنصر بزه دیده را در کانون توجهات خویش قرار داده است و معتقد است که تا شکاری نباشد، شکارچی هم وجود نخواهد داشت و بر این اساس جرم را حاصل رابطه متقابل، میان قربانی و مجرم به حساب می آورد. بر اساس یافته های بدست آمده این رشته، قربانی جم که تا پیش از این، زبان دیده، بی گناه و مستحق حمایت تلقی می شد، می تواند با کردار اجتماعی و نیز با نوع تعاملش با دیگران، الهام بخش اندیشه مجرمانه باشد، ارتکاب جرم را سبب شود و از همه مهمتر می تواند در جریان ووقع جرم و در حالی که خود مقدم در ارتکاب بزه بوده، به دنبال یک اتفاق خارجی یا به لحاظ عدم توانایی جسمانی، بجای اینکه مجرم شود، قربانی جرم واقع شود. بنابراین لااقل در بخشی از جرایم و برای گروهی از بزهکاران، بزه دیده خود می تواند عامل وقوع جرم یا عنصر موثری در فرایند تکوین جرم باشد.
این واقعیت به نوه خود سبب تحول جرم شناسی پیشگیرانه شده است؛ به طوری که امروزه شکل جدیدی از پیشگیری موسوم به پیشگیری بزه دیده شناختی که خود از شاخه های پیشگیری وضعی از بزهکاری محسوب می شود، در سیاست جنایی مورد توجه و استفاده قرار گرفته است و استقبال از آن روز به روز بیشتر می شود.
This article deals with introducing a new attitude toward criminology
which is called victimology. This branch of criminology deals with the
phenomenon of delinquency with concentration on victims. It is believed
that there is no hunter unless there is a hunt; and based on this,
crime is considered to be the result of mutual relationship between victim
and criminal. According to the latest findings in this field, the crime
victim who was considered to be violated and innocent; and deserved
support, through his social behavior and his interaction with others can
inspire them with criminal thoughts and lead to crime commitment and
foremost can be aware of crime while he himself has had priority in
committing crime; and due to an external incident or due to lack of
physical ability, instead of committing a crime, becomes crime victim.
Therefore, at least in some crimes and for a group of felons, harmed person
himself can be either source of crime commitment or an effective
element in crime formation process.
This reality in its own turn has led to some sort of development in
preventive criminology, so that today a new type of prevention known
as victimology prevention which is considered to be a branch of ordinal
prevention from delinquency which is utilized in criminal politics and
is welcomed more and more day by day.
