این متن ترجمهای از فصل سوم ویرایش ششم (2017) کتاب« تحلیل سیاست عمومی: یک تحلیل یکپارچه» نوشته ویلیام دان میباشد. نویسنده در این فصل ضمن مروری بر ماهیت مشکلات سیاستی، فرآیند ساختاربندی این مشکلات را تشریح و روابط بین مدلهای سیاستگذاری را مورد بررسی قرار داده و روشهای مختلف ساختاربندی مشکل را تبیین میکند. این فصل نشان میدهد که یکی از مهمترین چالشهای پیش روی تحلیلگران سیاست، کاهش احتمال خطای نوع سوم است: تعریف مشکل اشتباه. خطای نوع سوم با خطای آماری نوع اول (در صورت درست بودن فرضیه صفر رد میشود) و خطای آماری نوع دوم (پذیرش فرضیه صفر در صورت نادرست بودن) متفاوت است. به نظر میرسد تحلیلگران سیاست بیشتر به این دلیل شکست میخورند که مشکل اشتباه را حل میکنند تا به این دلیل که راهحل اشتباهی برای مشکل درست تهیه میکنند. با مهارتهایی مانند مدلسازی اقتصادسنجی و تحلیل تصمیم میتوان از خطای نوع سوم جلوگیری کرد.
This text is a translation of the third chapter of sixth edition (2017) of the book Public Policy Analysis: An Integrated Approach which has provided an overview of the nature of policy problems, described the process of structuring these problems, examined relationships among policy models, and described different methods of problem structuring. The chapter shows that one of the most important challenges facing policy analysts is to reduce the likelihood of a Type III error: defining the wrong problem. A Type III error is different from a Type I statistical error (rejecting the null hypothesis when it is true) and a Type II statistical error (accepting the null hypothesis when it is false). Analysts seem to fail more often because they solve the wrong problem than because they get the wrong solution to the right problem. By skills like econometric modeling and decision analysis, Type III error could be avoided.
