Abstract:
Comparative Comparison of the Formal Requirements of the Bidding Process in the Iranian Legal System and the WTO Government Procurement Agreement Government procurement refers to purchases made by government agencies to meet their needs for non-commercial purposes. Government procurement is a competitive process that consists of several stages. This paper comparatively examines the above steps between the two legal systems of Iran and the World Trade Organization and concludes that there are fundamental and non-essential differences in the bidding process in Iran's legal system with the World Trade Organization. In order to join Iran in the WTO, some major differences must be resolved. In the meantime, we will take a brief look at the rules and regulations related to tenders in the oil industry. This paper uses a descriptive-analytical and comparative method.

Dr. Abdolhossein Shirouyi also, in the article “Comparison of the Public Procurement Law with the Agreement Supervising Government Purchases in the World Trade Organization,” has generally addressed the comparison of these two legal systems.
In this regard, this article studies the comparative laws and procedures of the Iranian legal system with the relevant regulations of the World Trade Organization regarding the formal requirements of the tendering process and, finally, provides recommendations for accession to the World Trade Organization in the field of government procurement.
4. Qualitative Evaluation In the Iranian legal system, after the delivery of documents within the prescribed period, the stage of qualitative evaluation of contractors and suppliers is carried out by the tendering entity or, at its discretion, by the technical-commercial committee based on the executive regulations of clause “C” of Article 12 of the Public Tenders Act approved on 2006/07/25.
