Abstract:
Today, rural development is considered unattainable without institutionalizing participation. It seems that three prerequisites or basic contexts must be provided for the participation of local communities in rural development programs: social, administrative-managerial, and structural. The purpose of the present research is to analyze the impact of these factors on the participation of villagers, non-governmental organizations, and community-based organizations in rural development in the Hablehrood watershed. The required data were collected using interviews with local informants and analyzed using content analysis. The results show that among the social factors, "leadership and organizational skills among villagers" had the greatest impact. In this regard, managers, experts, and domestic designers of participatory projects should show more flexibility towards villagers in any participatory activity and address existing weaknesses. Planners should also pay attention to the fact that one of the important factors for maximizing the effectiveness of participatory projects is "the process of allocating resources and knowledge and information to villagers" so that "villagers' awareness of their legal rights and their ability to change" increases.

In social factors, "Leadership and organizational skills among villagers", in administrative-managerial factors, "The necessary flexibility for variable and dynamic participatory processes" and "Allocation of resources and knowledge and information needed by villagers", and in structural factors, "Awareness of villagers of their legal rights and capabilities for change" require more attention from internal and external managers and experts to better prepare the ground for rural participation development.
