Article: Research Conceptualization of Security and its Position in Islamic Criminal Policy Mohammad Mirzaei 1, Hamid Panahi 2, Fatemeh Azimi 3 Abstract Background and Objective: Since security in its conventional and material concept differs when applied to a religious approach, resolving ambiguity and clarifying the content and form of the concept of security requires investigation, which this article undertakes.
Conclusion: Since in a religious approach, unlike a material approach, this value possesses a spiritual and otherworldly dimension alongside its material and worldly status—the origin of which is beyond material reason and limited human capacity and is actually divine and revelatory in origin, and in a harmonious and consistent interaction with other values such as justice and freedom, rather than in conflict or contradiction with them—it seeks, while ensuring the material security and safety of individuals, their spiritual transcendence in all fields and achieving proximity to God, including in the field of criminal and penal policymaking.
Based on the primary hypothesis of this research, it seems that unlike the conventional approach, which focuses on the material effects and functions of security and interprets the origin of security solely as material and objective interests, in the Islamic approach, spiritual and faith-based security, as the primary goal and function of security, is considered a necessary prerequisite for ensuring material security and guaranteeing other values such as justice and freedom; therefore, a strong bond and relationship exists between this value and other emphasized values such as justice and freedom, and achieving material and spiritual transcendence in a faithful society is the ultimate goal of security-orientedness and criminal and penal policies in this field.
