Abstract:
Planning is one of the essential requirements for managing public affairs, and our country's fourth five-year plan has also been formulated and implemented with an understanding of its importance and prestige. Advancing the inherent goals and missions of Basij, like other public institutions, requires planning, and the government has also paid attention to this matter to some extent in development plans and, in step with political, cultural, economic, administrative, and social developments, has outlined the vision of Basij's functions in the form of general and strategic guidelines. In this writing, Basij is analyzed and examined from the perspective of the Fourth Development Plan Law, and the weaknesses of this plan compared to the third plan have been clarified. Finally, in order to carry out the functions of Basij, suggestions are provided for amending and implementing the provisions of this law and for the proper performance of the inherent duties and missions assigned to Basij, so that the achievement of the country's comprehensive development goals in the medium-term (five-year) and long-term (twenty-year development horizons) is facilitated with an emphasis on the role and position of Basij.

Article 175 of the Third Plan Law, by expanding the scope of Article 157 regarding youth and adolescents, with a focus on creating more suitable platforms for the formation of the twenty-million-man army and the popularization of defense and national security provision, has stipulated the following: In order to realize the ideals of Imam Khomeini (RA) and the guidelines of the Supreme Leader and the Commander-in-Chief of the Armed Forces regarding the twenty-million-man army, and to create a suitable platform for the participation of adolescents and youth in social, cultural, and defensive affairs, the dissemination of Basij thought, and the popularization of security and defense through the quantitative and qualitative strengthening of the Basij of the Oppressed: A - Expenses incurred by natural and legal persons for the strengthening and development of the ways of resistance of the twenty-million-man army, especially the construction and completion of Basij resistance bases, shall be considered as acceptable tax expenses.
