Abstract:
Nowadays in human social life, cities hold a significant position. The settlement of a large portion of the population and vital and sensitive centers in cities, and the concentration of power and wealth in them, has placed cities (especially large cities) in a situation where the realization of any kind of threat in them can be a serious challenge for the political system. Therefore, in a sense, cities can put governments under pressure. The existence of such characteristics has turned cities into a suitable military target. In this writing, the author has attempted to examine the subject of urban defense. In this regard, first the characteristics of cities are mentioned, and subsequently, topics regarding passive defense and territorial planning are presented as two pillars of urban defense. In another section, practical suggestions regarding better defense of cities are raised, and in the final section, the role of the Basij Resistance Force in urban defense is explained.

And now, the recommendations that seem necessary for urban defense against natural and man-made threats and will increase resilience are presented as follows: 1- In site selection for the construction of new cities, two points must be considered: ـ Cities should not be built on faults, especially young faults.
The Basij Resistance Force, with its special nature, flexibility, and high capacity (as necessary conditions), can be considered one of the complementary pillars of non-active defense and territorial planning for the defense of cities.
