Abstract:
This research investigates the role of managerial innovations and performance management in improving urban services in the Bandar Abbas District 1 Municipality. The main objective of this study is to analyze the extent of the impact of work commitment and professional ethics on employee performance in this public institution. The statistical population of this research includes 250 employees of the Bandar Abbas District 1 Municipality, from which a sample of 148 people was selected using the convenience method based on Morgan's table. Data collection tools included three standard questionnaires for work commitment, work ethics, and work performance, the reliability of which was confirmed through Cronbach's alpha coefficient. For data analysis, software (SPSS 23 and LISREL) was used. The results showed that there is a positive and significant relationship between work commitment and work ethics, as well as between work ethics and work performance. Additionally, work ethics, as a mediating variable, moderates the indirect effect of work commitment on work performance.

Conclusion The results of the research showed that the use of managerial innovations and attention to work ethics can play an effective role in improving the performance of municipality employees.
