Machine summary:
The results of the research include the dimensions of government and political structure (political and governmental structure, coordination and cohesion, security and stability, the role of non-governmental organizations), the dimension of cultural and social diversity factors (ethnic and religious diversity, cultural policies, education and awareness), the dimension of foreign influence and international effects factors (foreign influences and media, foreign influence and political parties), the dimension of corruption, resources, and infrastructure factors (financial resources and infrastructure, administrative corruption and implementation problems), the dimension of policymaking, planning, and development factors (planning and policymaking, research and cultural development), and the dimension of technology and innovation factors (modern technology, the influence of elites and the scientific community).
Political components such as government ideology, power structure, the role of interest groups, international relations, and internal and external policies have significant direct and indirect effects on the cultural policymaking process.
In Iraq, which has a complex political structure and where various ethnicities and religions live, cultural policymaking must be formulated by considering social diversity, the different needs of ethnic and religious groups, and also economic and security problems.
