Abstract:
Non-active defense, as one of the important pillars of crisis management and increasing societal resilience, also holds special importance in the educational system. This article examines the challenges and opportunities related to implementing non-active defense in the educational system and analyzes its role in improving safety and sustainable development in schools. On one hand, challenges such as the lack of appropriate infrastructure, lack of awareness among teachers and students, and implementation costs are obstacles to achieving this goal. On the other hand, opportunities such as enhancing students' skills in facing crises, reducing potential damages in schools, and promoting a culture of safety are among the advantages of implementing this approach. The research results show that by utilizing targeted educational programs, developing safe infrastructure, and the comprehensive participation of stakeholders, effective implementation of non-active defense in the educational system can be achieved. Furthermore, education and training can raise an aware and prepared generation for facing crises by promoting related concepts, which will lead to an increase in national resilience.

In the field of education and training as well, studies have shown that teaching passive defense to students and teachers can be significantly effective in reducing vulnerability and increasing preparedness when facing crises.
For this reason, studying and researching in the field of passive defense in education, especially in schools, can help policymakers and officials provide effective solutions for improving school safety and preparedness against crises.
In schools, these measures include various actions such as designing and constructing schools resistant to natural disasters, teaching crisis management skills to students and teachers, improving security systems, and developing crisis management programs.
For example, in some developed countries, schools are specifically designed to cope with natural disasters and non-natural threats, and numerous educational programs in this field have been provided for students and teachers (Rajabi et al.
Additionally, the results of this research can help improve security conditions and increase school preparedness against various threats and generally play an effective role in enhancing the social resilience of the country.
Especially the lack of infrastructure resistant to natural disasters, the lack of comprehensive educational programs for students and teachers, and financial limitations are among the major obstacles that prevent the effective implementation of passive defense in the country's schools.
