As mentioned, the issue of national identity, insofar as it is the basis of social solidarity, has a direct connection with national security, territorial integrity, the survival of values, and the continuity of the political system's life; accordingly, governments use various tools, including intelligence organizations, to create, strengthen, preserve, and transmit national identity; however, its correct and proper use requires understanding the role of this tool and its duties in the process of national solidarity among ethnic groups.
Not only is it one of the factors producing power and creating security in modern approaches, but if it is compromised and weakened, it will also face challenges in the hard and visible dimensions of national security; therefore, policymaking, planning, and implementing policies related to strengthening ethnic solidarity will involve a group of organizations and institutions; however, since the context for the formation, continuity, and transmission of national identity is culture and the process of socialization in a country, the institutions responsible for the fields of culture and society possess greater importance.
