Historical and archaeological studies show that the Elamites succeeded in establishing a powerful government in the vicinity of the Mesopotamian civilizations in the first half of the third millennium BC. Susa, one of the great cities of the ancient world, is located in this area and, as the main capital of Elam, possessed organized political and governmental structures, the dimensions of whose management structure and government system are examined in this writing. The most important sources used in this writing are the findings resulting from archaeological explorations and excavations. The city and urban planning in Susa, the religious ceremonies of the Elamites, the god Inshushinak, commercial exchanges in Susa, burial methods, the population structure of Susa and connections with neighboring lands, and the monument of justice of Hallu, the Elamite king, are considered the most important documents regarding the civilization, culture, and systematic government structure in ancient Elam, which have been addressed in the text of the article.
