Abstract:
Creating attractiveness in culture and values to persuade audiences is what soft power is, but what is important is how to use tools to acquire soft power. Enhancing the soft power of the Islamic Republic of Iran requires identifying and utilizing software resources in other countries, taking into account the contexts of the target country, in order to exploit them for national interests. Among these contexts are the Shia Kurds in the neighboring country of Iraq. Given the extensive historical, racial, linguistic, and religious commonalities, having autonomies in some provinces such as Ilam, a history of residence in Iran during exile, and their cooperation with revolutionary forces during the imposed war through frameworks like the Ramadan Headquarters, etc., this ethnic group possesses high potential for increasing Iran's soft power. The aim of this research is to examine the capabilities of our country's soft power among the Fayli Kurds (Shia) of Iraq. The research method is historical-qualitative. The statistical population includes documents, historical sources, and also interviews with informed individuals or gatekeepers; the sampling method was purposeful. The results show that given the many commonalities between the Fayli Kurds and Iran, it can have a positive effect on strengthening our country's soft power in Iraq.
