Abstract:
After the JCPOA understanding in July 2015, foreign companies had a widespread presence in Iran's business environment; simultaneously, a serious lack of comprehensive trade expansion plans with target countries was also observed. Given the importance of France as one of the largest foreign investors in Iran after the victory of the Islamic Revolution, this study is dedicated to analyzing the contexts of trade expansion between Iran and France with a policy and executive approach. Based on the research results, due to lower commercial complementarity between Iran and France compared to Iran and Germany (or Iran and Italy), direct exports and imports between Iran and France have little feasibility; however, for this very reason, participation and cooperation for joint production between the two parties has high feasibility. In this regard, attention can be paid to facilitating joint cooperation among small and medium-sized enterprises (SMEs) of Iran and France within a symbiotic network and, consequently, activating bilateral trade institutions as a trade-economic expansion strategy to lead to their internationalization. To guide these partnerships, selected fields of activity, especially for joint investment by both parties in Iran, have also been argued and presented. In total, economic partnerships between Iran and France in the fields proposed by this research can, by creating shared value (employment, wealth, etc.), bring France's interests closer to Iran and perhaps make France significantly dependent on Iran, which, given France's political importance in the European Union and the Security Council, will be evaluable from the perspective of non-active economic defense in favor of Iran's national security.

Research Method The need for qualitative and interdisciplinary research in the field of international business and the identification of opportunities international has been emphasized by various researchers such as Oviatt and McDougall 7 (2005), Nummela and Welch 8 (2006), Sheng and Mullen 9 (2011, 2009), Doz 10 (2011), Kontinen and Ojala 11 (2011), Ahmandian 12 (2012), Peiris (2012), and Cuervo-Cazurra 14 et al.
These evidences 13 prompted the researchers to attempt, using a qualitative method, to analyze the environment and international trade opportunities between Iran and one of the foreign target countries and to systematically analyze the bilateral business ecosystem, which in this case was conducted between Iran and France and in comparison with European economies similar to France, namely Germany and Italy.
On the other hand, considering the experiences of similar countries like Germany in Iran, attention should also be paid to cooperation and partnership between small and medium-sized French and Iranian sectors, and bilateral trade institutions such as joint chambers and independent banking channels should be activated more than before.
