Abstract:
The study of contemporary wars shows the importance of passive defense issue more than ever because passive defense measures lead to the survival of human resources and macroeconomic saving and foreign exchange in maintaining super expensive military weapons and facilities. This paper deals with component-drawing of urban passive defense and introduces its effective components, indicators and dimensions. In this research, the literature has been provided by deep interview and then been developed through setting and distributing questionnaires within statistical population. Conclusions of the questionnaires, analyzed by SPSS and PLS software, have verified the dimensions and ac components of urban passive defense. Accordingly, the urban passive defense management, technology, knowledge and skills, support infrastructure, design and plan for the urban passive defense dimensions and also organizational structure, management and leadership, human capitals, strategies and policies, modern technology, research and innovation, facilities, fortification and structures, credits, plan implementation, controls and assessment have been determined under the components of this area.

In accordance with the objectives outlined in the organization's strategic document, the main mission of this organization consists of three general categories: policy leadership, assisting in crisis management, and command, guidance, and control in various fields, which generally includes the following items: A) reducing vulnerability and increasing the security of national infrastructures and vital, sensitive, and important centers of the country against external threats, with an emphasis on creating national determination and public belief; B) constructive and proactive interaction with national and military sectors regarding the implementation of defensive-security measures and institutionalizing the doctrine of passive defense for crisis management; C) environmental situational analysis and the formulation of strategies, policies, guidelines, regulations, and general and specialized instructions in the field of passive defense, supervising the implementation of crisis management resulting from war, assessing threats, and surveying the vulnerabilities of the country's infrastructure; D) managing people's affairs and ensuring the continuity of services in wartime, and facilitating and maintaining public services under enemy threat conditions, which indicates the breadth of its field of activity and covers the entire country (Strategic Document of the National Passive Defense Organization, Principles and Documents, 2009: 26).
