Abstract:
Development as a key concept after World War II and from 1960 onwards was raised. From then on planning, processes and procedures both at the micro level and at the macro development in each country in order to achieve the set. In this connection, the approaches and multiple patterns have been proposed by theorists of social sciences. The newest approach to development is the establishment of indices of good governance. Indicators that organized social and political system on a particular format and with special system settings based on both the negative and the positive. Based on the fundamental question that arises:1- What will affect the pattern of good governance and the structure of thesocial system?2- This pattern of the social organization how affects development management? In this study, we show analytical method The indices of good governance and the establishment of synergies and partnerships between The main actors of development .The government, civil society and the private sector will be organized Accessorysociety and efficient government.
Machine summary:
The good governance model, by restructuring social forces into a networked, coordinated, and cohesive structure, places the state—based on specific characteristics and nature—alongside a society with diverse actors, overcoming the prioritization of either the role of the state or society in the path of development.
3) The Role of State and Society in Development Given the transformations of the new era and the so-called period of globalization, although the absolute sovereignty of the state has been affected in various dimensions and the state no longer holds absolute control over its territory in different fields (Manbach, 2001: 102), the state remains the most important actor in the national and transnational arenas, adapting its policies and structures to the conditions of the new era (Wong, 2004: 14).
Based on this, governance requires interaction between structure, process, and tradition, which denotes the exercise and relationship of power within institutional and social sets, and involves the concepts of guidance, control, and regulation of activities in the direction of the interests of the people or all citizens, voters, and employees (Plumpter, 1999: 3).
Given these indicators, it can be said that in good governance, priority is given to legitimate actions for political and administrative accountability, independence in relation to a purposeful and efficient judiciary, freedom of information and the effective performance of state organizations, a pluralist organizational structure, and the design of a development process with participatory and collaborative aspects.
