Abstract:
The institution of sovereignty is one of the most important influential institutions in the economic strategies of any country. An institution that today in the arena of international relations is referred to as the state-nation. Throughout history, from ancient times to the present, the social phenomenon of the state has always changed in proportion to social changes and transformations; therefore, its change in the future is not unexpected. Especially given the extensive changes and transformations brought about by information technology, communications, and the parallel formation of the globalization process, changing the concept of the state-nation in accordance with these changes seems inevitable. These changes are occurring with such speed and depth that they may cause a rupture in institutional and social relations and even a complete metamorphosis of sovereign control over the economic and political strategies of countries. Addressing this issue is important because if the state-nation undergoes a conceptual or functional change in the future, any foresight regarding the future of countries and the transformation of economic and political strategies will not possess sufficient validity without considering these changes. In this article, by presenting the transformations of the state-nation in light of information technology advancements as a type of functional and conceptual transformation of the state-nation in the future, probable alternative futures and potential changes in the constituent elements of the state-nation are explained.

The main question of the article is: how can information technology advancements and the nature of individual communications in cyberspace create alternative futures for the concept of the nation-state?
Based on reports published by researchers such as Bolivar, Munoz, and Hernandez2 (2010), Al-Khouri (2013), Cohen, and Eimicke3 (2003), and institutions such as Accenture4 (2016), the most significant future trends of e-government include: social re-engineering along with active participation and knowledge management; using social networks for the re-engineering of processes, systems, and organizations; employing mobile devices and creating a society-state that is more interconnected; reshaping business activity models with an approach of increasing social interactions; more artificial intelligence in state-nation interactions (pattern discovery, semantic meanings, intelligent responses) and also the prevalence of digital identity versus physical identity.
